A London private hire service we are launching for council SEN and social care routes, run on our own platform: drivers' documents are verified by a person before they can work, every route is priced openly, and every journey is written to the TfL booking register before the car leaves.

We are building the operator we would want to hand a route to: fewer phone calls, no missing paperwork, and a clear answer when you ask who drove which child and when.

Safeguarding

Checked drivers, every day

Each driver's TfL badge, Enhanced DBS, V5C and hire & reward insurance are read and then verified by a person. A driver whose document expires is taken off work automatically at the next 06:00 check.

Records

Audit-ready from day one

Every journey is written to the TfL booking register before it starts, with the driver, their licence, the vehicle and who dispatched it. You can have the export for any period.

A clear daily rate

One daily price per route, ex-VAT, with any passenger assistant shown as its own line. Monthly invoices list every run against your purchase order, and late cancellations are shown separately.

Software handles the checks and the paperwork. A named person approves every bid, verifies every document and dispatches every run, and those decisions are logged.

How it works

From a route alert to a completed run

The platform does the repetitive work. The steps in orange always need a person.

  1. Route received

    From the council's portal or e-mail alert. Pick-ups, school, vehicle and times are read and checked against the original text.

  2. Priced openly

    Route distance is measured for the morning and afternoon runs; the daily price covers the driver, the vehicle and our costs.

  3. Approved by a person

    Nothing is submitted to a council until a named person approves the bid.

  4. Dispatched with checks

    The driver's documents are re-checked at the moment of dispatch and the TfL register entry is written.

  5. Invoiced and reconciled

    Monthly invoices against your PO; drivers are paid weekly; every run is billed once and paid once.

Compliance and data

Built for regulated passenger transport

  • TfL private hire operator rules: booking records kept for at least 12 months, with the driver, their licence number, the vehicle and its licence number, and who took and dispatched each booking.
  • UK GDPR by design: we keep what the law requires and delete the rest. Photos of driver documents aren't stored, only the details we check.
  • DBS code of practice: certificate details are recorded; copies of certificates are not kept.
  • Suspensions that stick: a driver suspended for a safeguarding concern can only be reinstated by a person, and every change is in an audit history.
  • Hosted in the UK: passenger and driver data stays in a London data centre.

The platform

Our own software, built in-house

HumanLayer Transport runs on a platform we designed and built ourselves, drawing on production experience in regulated healthcare infrastructure.

Compliance engine

Reads driver documents with AI, then routes every reading to a person for verification. Daily expiry checks, SMS and email reminders, automatic suspension.

Bidding and dispatch

Finds council route opportunities, measures routes, prices them with a fixed margin floor and sends each bid for human approval. Dispatch writes the TfL register.

Finance

Weekly self-billed driver remittances, monthly council invoices ready for accounting software, and reconciliation of every run.
